How do I decide whether to bulk or cut?

Bulk or cut depends on your current body fat percentage and goals. Men above 20% body fat should cut first; below 10% should bulk. Women above 30% should cut; below 18% should bulk. In between, your training experience and primary goal determine the best path. Beginners in the 12-18% range (men) can often recomp — build muscle and lose fat simultaneously.
